It hasn't been in VP's character to release PRs of events that either haven't happened yet or aren't going to happen at all. To make announcement of a deal that isn't going to happen would be consistent with "pumping' the stock price up.
There hasn't been any pumping at all from VP, at least not from what I've seen.
Also, I believe that VP is trying to play it low key to a certain extent until all the main patents are signed, sealed and delivered.
