My guess a long time ago was to destroy ASFX to get patents then some other entity, my guess was a politician, would get a hold of the needle destruction patent then have a law passed demanding that companies selling needles provide a safe and inexpensive way to destroy the needles. AKA California's law....
One poster here even claimed to work as a lobbyist or something near DC.
