.. it's a big pdf and, if possible, i can't figure out to copy from it .. in the very first bit it says things like ..

if unions had been stronger, especially in the south, and more devoted to organizing in the service sector Walmart may not have grown to be such an obstacle to labor renewal .. if anti-trust enforcement had not been narrowed they could not have grown so big .. there could not be such mega-stores if state governments had not repealed Depression-era Fair Trade laws ..
