It is just very difficult to figure the fair way out, even if that was only GDGI but I think they screwed up 3 more that went under. After all it is a pink not blue chip company and not much money to dole out after all trial and investigation expanses are paid first. I don't even think the owners will get anything. If gov wipes out Levy's debt it will be a major achievement.
