You betcha they were sanctioned before. The DOJ needs to file criminal charges in conjunction with the SEC's civil charges in the first instance. Then strikes 2, 3, 4, etcetera would carry heavy jail time. Piggybank fines are merely a cost of continuing their scams....and that's just wrong!!

There isn't any fear of the SEC.
