I think we see it at end of day. Al seems to like releasing news or announcements at the end of the day.

This is true and besides any business man knows the end of the month is about the last week of the current month and first week of Succeeding month,I say put it out after the 2 non business days better known as the weekend............

The end of the month is today. We aren't talking about the end of the week. The CEO said a pr would be out at the end of the month, not the end of the last week of the month.

This year ends on December 31, which is a Tuesday. Try adding Jan 1st through the 4th on the annual report and see what happens.
