Agree with your first sentence.

No company "files" with OTC Markets.
OTC Markets is a for profit company that charges company's for their service.They also sell ads to generate revenue. They are not affiliated with the SEC.
Companies can add whatever they want to their company page on OTC Markets. They are not "filing with the OTC" Company's file with the
SEC.

Updated OTC market pages just give the illusion of real filings which it is not. Many are fooled by this.

Agree but most penny stocks are speculation. Filing with OTC does make it worth a look.
