The DTC Chill was not "immediately lifted." I'm laughing because no one knows if or when the the SEC investigation, which was a separate event from the DTC Chill, has even ended.

The DTCC is not a regulator or even an SRO. It is a private corporation that provides various clearing, settlement, custody and other services to its broker-dealer clients.
A perfect example of the complete separation is MIKP, which was suspended by the SEC just a few weeks after announcing the removal of a DTC chill. Certainly the SEC wasn't endorsing that stock when the DTC removed the chill."
