YES, the contracts and the stock price are 2 different issues. RVPlus's share price and/or ability for it to trade during the 10 day suspension does not stop the business.

So what you're telling me is those extremely complicated contracts with these foreign contracts will come to fruition now with a SEC suspension under Peterson's belt

Contracts continue. The IVTI deal was just that. It was mentioned in the 10Q and was never announced as a completed deal in an 8K as a material event because it obviously didn't materialize.
