I suspect this disagreement is just different definitions of debt - sometimes people include all liabilities (e.g. rent and accounts payable) as debt, sometime debt just refers to borrowed money. My belief is that INO does not have any borrowed money needing to be payed back, but like any operating company they do have normal liabilities.

If anybody wants to make the case that INO has borrowed money, they will need to show some evidence since it directly contradicts public statements by the ceo.
