There isn’t an FTD on this security, so no possibility of Abusive NSS here at all. And as for the "Short Volume" that is not an actual short position nor does it remove Riskless Principle transactions in which an MM is simply providing service for your broker to perform your transactions. Any trade transaction in which the MM does not own the shares in the transaction must be marked "short" as per SEC Rule 203. The OTC is quotation service, your broker has a contract with an MM to quote any of its customers orders in the centralized OTC Marketplace.

Anytime your order cannot be fulfilled by your broker it goes externally to their contracted MM to make a market for your shares or order. In the OTC as per the SEC, they achieve a 98% settlement on Trade day here due to the electronic process from trade inception to trade clearing and settlement. Short Volume Report only records the initial leg of a multi leg transaction and does not get reconciled with the Riskless Principle leg at the end of the day.

The only actual short position report is the Short Interest report, of which currently there are 78,193 shares in such a short position taken against MDIN.
