just now looked at level II...fart on my chart!!...lol

Answer...obviously it is not 100% for every single stock...but the percentages are solid...so anytime a pps get close to that bottom bolli I will start adding (before it gets there)...reason? they often don't make it down that far. On the ones that do, I will average down.
