The one front-burner project,, JP-8 common rail, is at the behewst of the Department of Defense/Army... from there assistance through National Science Foundations..tough vetting of the potential success of the new technology, even more stringest requirements that this must have a high reward potential for commercialization... so..Army needs, Army (at lewast) fills the criteria for High Reward.
