They have to register the shares first. That's also a fact. Stock options are for shares already in the float. Someone owns the shares in a broker's account and writes the option. Warrants are for shares that may or may not be registered. In this case the shares are not registered. Neither Leo or Dr. Menon can sell shares from warrant conversions until they are registered.
