First of all our system is flawed big time. In this case if someone has money the courts will make them pay a fine so the system can make money. If David didn't have any money he might get some jail time so the state/county would make money for each day he was in jail. It stinks that our system is that way but it always comes down to money. I believe in this case he will have to pay a fine. This is not a big deal at all.
