Stocks that trade on the pink sheets do not trade on the off hours. You may be seeing the "ask" which is usually placed rather high. TDAmeritrade currently lists the "ask" at $.0045. It's just a number plugged into a computer and means nothing.
Remember most investment holders round penny stocks up or down after hours ie my fidelity shows SNDY closing @ .003 instead of .0025 now if closed @ .0024 it would show @ .002. As such it reflects the .003 value and stays that way in till the first lot of shares trade the next trading day hope this helps.
