The ATM and Insiders option/shares purchasing will be much needed cash into the treasury which however means more share dilution and hence the reason for the 300K to 600K increase authorization.

On May 20, 2013, we filed a Certificate of Amendment of our Certificate of Incorporation with the Delaware Secretary of State. The Certificate of Amendment increased the number of shares of common stock we have the authority to issue from 300,000,000 shares to 600,000,000 shares.

A new partner such as a Pfizer (new licensing), Merck (increased licensing), Military (increased commitment) etc. is much needed.
