Very different scenario and idea. Think it through. The gov't is not telling people they can only have so many children period. They are simply saying, here is a free pot of money. IF you want/need to put your hands in it on a regular basis for whatever reason, it is only fair to those whose money this was taken FROM, that it supports your family as it exists NOW, and you do not have the right to INCREASE the number of people dipping their hand in the pot! Then their "family" limit is set. If in the future they go off of welfare and come back again, their limit is the number of people they originally had.
The gov't has no problem wanting to rewrite the Constitution when it suits their WANTS -- "The 2nd Amendment is meaningless because you are not a militia." "Terrorism makes a couple of other amendments null and void."
I'm saying do something that is SMART, would WORK, and would HELP the economic problems. COMMON SENSE. Oh, I forgot. That is BANNED in DC!
