Jacinto Moran wrote the article out of an Oil and Gas conference in South Africa where she quoted "industry sources" as saying Addax had not been approved by the JDA. Her story was later pulled.
However, she is a regular enegy reporter for Platts and does a lot of articles.
The current story sounds real to me, though it would be good to find the actual article.
