It's possible that the sequestration time had elapsed, that Cox thought the news had been released (even though it had not been), and that therefore he released his own report. This could well have been an honest mistake. It would be good to know all the details before accusing someone of a criminal action. Fortunately, in this case, it's not important to know the details. Let's just forget it. The SEC form has been filed by the company and it reported the incident. It's over.
