You neglected to mention the last line and the only thing that really matters and where the truth lies.

The GOB is firmly and wholly in charge in Belize.

Makes no difference if it's 10 bpd or a 1000 bpd....

They make the call.

There are no rules governing Commercial Oil Find. It's strictly arbitrary meaning the GOB can call anything. Right now the truth is in the call by the GOB. Everything else is meaningless.
