Yes to protect new inestors that would have continued buying in at inflated prices while the dumpers were unloading near a dollar. This isn't that hard to figure out. The SEC enforced laws that jim knew about (or should have). There is only one person at fault here and he tool full responsibility in the PR. It isn't that hard to understand.
