I hate to agree with old T here, but in the voice of fair and balanced. He is right, the fact that Jim will not PR small RD does not mean anything other then that. But I agree that your assessment is possible.
About a year ago he replied in response to an email that his attorney told him he needn't issue PR's for R/D contracts. And we haven't heard zilch since. One doesn't need a crystal ball to figure that out.
