I have L2 available on my ETURD account but as far as I can tell there is a charge to use it.
You may want to check with TD before using it.

I Have TD and its free. Go to accounts, balance and positions, click on the orange arrow next to your stock position, and a menu will pop up in that menu one of the options is Level II.
If you dont see it in that menu you need to go to options for your account and just enable it its free. Hope that helps. NTEK
