it does say up to 500 jobs not miners. You have to to consider construction contractors. mechanics, all the overhead such has HR, safety and environmental,quality, managers.... not to mention all the logistics involved. They never say they are going to hire on 500 miners.. im sure h lot of the ground work will be done by contractors...
