I don't think ECB's LTRO and EFSF are up to the task. And while the need for bail outs increases in Italy and Spain, the will to supply the funds, especially by Germany, diminishes. I don't think the ECB could mount much QE, even if they wanted too. Draghi does a lot of jawboning. The EU has gotten temporary relief from QE generated outside of Europe (notably Japan and US), but I don't expect more "QE" from Europe. Europe just does not have the resources.
