When the price dips, the lowest point is higher than the last time it dipped. Look at a longer chart of a bigger company. You will see low points and high points. In some areas, the high points constantly get higher than the previous, and the low points constantly get higher than the previous. It shows that there is an uptrend.

It is a good sign, especially if that uptrend is spanned over a decent amount of time. It is better than the stock spiking up 100% in one go and just tanking completely. Right now, XUII looks like it is starting an uptrend, which I hope it will continue.

ut27rod, on your question higher highs and higher lows is a phrase referring to if one looks at a chart of a trending up penny stock when it is moving up you will see that while moving up there are drops along the way. Each of those drops are less and less on the way up thus the term higher lows on each drop and higher highs as the stock reaches new highs on each move on up. Hope this helps.
