We don't really have enough insight to know. Raising money for mining projects isn't easy at this time.
I think the bigger problem was Scott was overhyped as the son of a billionaire and mining dynasty. That he would easily get the money because of that pedigree was hype.
It certainly seems that he is on his own here and is struggling to get an interested party to close. I don't know that its actually Scott's issue it seemingly more the potential partners inability to close and we don't know why.
