Except that you are wrong. A trade at the offer is both a buy AND a sell. A trade at the bid is both a buy AND a sell. Saying otherwise is not only incorrect, but misleading. Which is often why people say that - convince newbies it is something it is not.
And more trades at the offer in a stock that doesn't move demonstrates that someone has a boatload of stock to dump. That is a signal of dilution - usually from insiders.
His confusion of buys vs. sells is due to the short mentality. Shorts can cover on the ask or bid so there's clearly a fundamental difference in the technical thought process of how one makes money when comparing long vs short.
