That doesn't say that MYEC was at fault, but only that the promoter was a bad guy. The promoter could have misrepresented itself to its clients.

It is illegal for companies to hire stock promoters?

[I'm not saying that I'm a fan of stock promoters, as I saw MYEC take a dive in April after the paid pumpers pumped it in order for 500M to be sold into the float.]
