The government doesn't own the company. It has rights to it, but it's not legal, just, or remotely possible for them to capitalize on the company once the loan has been paid back. Therefore those warrants cannot be excersiced.

GOV = 169,000,000,000 (how many shares they own)
FNMA = 56,000,000,000 (their profits)

now lets divide the earnings by the shares.

FNMA / GOV = .33 thats the price per share."




Earnings per share and price per share are not the same.
