What? I believe the ruling was for both: onshore AND offshore as per the official ruling. Unless you have a link to a document that shows otherwise I believe the ruling was REALLY for both.

Maybe in TECO land half a victory is good enough but this isn't about winning its about what's right and you cant be half-right.

The onshore Environmental Impact Assessment is a desktop assessment.

Good reason to stay firm until a real EIA is performed by professionals and presented.
