bdublu, i asked myself the same thing...why even release it. Its a valid question. Here are my guesses...PURE SPECULATION.
1. People knew the testing was going on and at some point releasing nothing would look worse.
2. Of course they are going to spin it as good news. "It worked!" And it did work, its not a lie on their part. All tested compounds showed delivery. It just doesn't seem like it worked well enough to have a product out of it or any interest from pharma. But promoting it as good news allows Cheban to tweet great news from FUSE and allows most investors who wont look past the glossy cover to get excited.
3. I think that its a big possibility that bgrass's #3 guess on why the release delay is true. This was the first thing that came to my head as well. Again pure speculation, i'm not making a claim here, its just my guess. They shopped it to their contacts, realized there wasn't any interest, so now they make it public as a last ditch effort hoping someone sees something in the data that they are interested in. Someone may...I hope so!
