From the Reuters article--can someone explain this?

Investors, including some hedge funds, have been buying up both common and junior preferred shares of Fannie Mae and Freddie Mac in the hopes lawmakers will draft legislation that does not wipe out current shareholders.



I don't get this. They would put all that $ up on HOPES the gvt. would pass legislation favorable to them? Does not make since to me. Surely they must have more to go on before making such huge investments than hoping for something.
