While the article is new, wouldn't that statement still have held true for the past weeks/months/years?

I doubt Fannie Mae decided a few hours ago that they wanted to maintain it's dominance in the market. That hasn't prevented the stocks trading identically. FNMA seems like the better bet to me though, since they are a bigger company than Freddie and only trading a few pennies apart, atm.
