This new "no FDA required" theory ignores that the company has spent the last 3-4 years hiring consultants and gathering data for their FDA INDA meeting.

And yesterday Dr. Seymour said one of their goals for '13 was to "begin preparation of IND for submission to authorities" (FDA).

Maybe the strategy has changed since yesterday.
