You say he wants to reform it, sure....in his mind the 'reform' is working. Our President believes that increased govt involvement fixes things. IMO no way he would get rid of Fannie and Freddie. This is a no brainer for the administration. I doubt Corker's bill has much support at all. If Fannie was in the red and losing $$ every day, then Corker would most likely have a tidal wave of support in the house. IMO..as of now No Senate support, No Executive Branch support and minimal House support.
