Correct Ruby that is why Ali Memom phrased his response in this manner:

""Whatever we have done from the time of the submission of the bids, we have acted in consortium with other major U.S. companies," Memon told Reuters. "ERHC has had no contact with any Sao Tomean officials whatsoever through the bid process."

IMO Sao Tome is attempting to dig up the "old dirt" on ERHC that might have occurred "prior" to the start of the Round 2 awards process in the hopes of getting out of the treaties etc. Sao Tome is still whining about the EEZ and JDZ imo and this is their last ditch attempt to have those contracts voided.
