Yes it already has started. The buy back is not going to force the price of the stock to go up since all the buying is on the bid. But it will be reducing the overall outstanding which will show up when the company becomes reporting or decides to become transparent and post either on their website or in a PR.
We will probably hear about the buy back in a PR stating they have purchased and retired the stock they mentioned in their buy back PR release.
