No it means that the man suppose to make the decision is incompetant. He cant even run a successful gun tracking operation without getting people killed, or wire tap poeples phones without the entire world finding out. Hes mentally slow but sooner or later the wrongs will be righted...somehow, wether hes replaced or finally made to make a decision.
