It seems compliance is a nebulous term, in that each county has different guidelines.

It will only work when there are Federal guidelines and MMJ is legal.

As long as it is a federal crime - nothing the State of California does has any real meaning. As seen by the large number of arrests, seizures and closings of dispensaries.

Under the measure, only 135 dispensaries — those that were operating before a failed moratorium in 2007 — will be allowed to stay open. But enforcement could prove a monumental challenge as backers of a rival measure threaten lawsuits and city lawyers begin the long process of identifying all of the city's dispensaries and bringing them into compliance.

Even being in compliance in LA doesn't mean they are free from prosecution.

I agree it is a huge Cluster... for the present time.
