Sending out a PR without concrete information is Scott's MO. He has done it several times throughout the last 5 years. Here are just a few:

1. Audited Financials
2. Uplisting
3. Financing
4. JV

None have come to fruition. Investors don't know why these subjects have failed to materialize because Scott can PR intentions, but he can't PR why he fails at his intentions.
