Actually you assume it is.
The only way to know it is would be to have Scott say it is publicly but that wont ever happen.
What you do know is pictures of some of these people and Scott are on the Internet.
You have no idea if they liked or disliked the site.
You have no clue if it is or is not the SOE that Scott was going to JV with and above all else....
they left it on the table if it was them.
These people may be the people who HAD an exclusive. I would even go so far as to say they WERE most likely the company involved.
And then I will point out that the capitalized words are PAST TENSE.
Like the shareholders here, what they thought they were going to get with SRSR, and what actually was being given, were 2 totally different things.
The difference is that unlike the shareholders they didn't fall for Scotts BS.
Apparently the Chinese put no value on pedigree and they actually value the resources based on profitability.

Hoping and praying they come back is a waste of time. They are gone.
I think the best move Scott could make is sell the land of one of his mines and use the money to move 1 project at a time forward. Owning a bunch of land that could be mined is awesome if you are a real estate company but you need a hole in the ground to be called a miner.
