Can anyone tell me who pioneered this policy of coupling oil exploration to downstream investment? The Nigerians?

It certainly makes sense to me, if I place myself in the shoes of an under-developed country, the source of a dwindling strategic resource.

Wonder if STP will make such demands when it opens up its EEZ in 2006/07. The Chrome/Taiwanese CPC linkup in NEEZ could be well positioned to meet such a requirement - in tandem with ERHC's rights in four STPEEZ blocks.
