That special circumstance stock was an otcbb stock which moved to the otcqb and was delisted from otcqb to a limited information pinksheet stock because they haven't filed the required 1st Qtr financial report yet, so a lot of good that audit expense did for them and their shareholders.
Still waiting for the name of a 'pinksheet' stock which files audited financials.
