You mean like when an airline with no planes leased a bunch of BAE-146 from a leasing company, only to find that it could not secure routes or service contracts, nor capital and eventually never flew one passenger? Or another airline with no name or planes, bought the name PSA or Pacific Southwest Airlines from BK court, only to find it could not afford planes? How about a stevedoring business that applies for a permit for a new pier in Brooklyn from the NY/NJ Port Authority and then sells the business before the lease and permit is approved by the Mayor Bloomberg?

Why not Gesi apply for a permit, or did it? Especially when the PR says "will reapply". Why did it apply in the first place when it had no cash?
