Some simple answers:
(1) We (at least not me) have not yet seen 65nm cpu's
Processor temperature is related to processor design as well as the base silicon process. Intel has AMD bracketed in power with the P4 running much higher power, and the Pentium-M running lower power.
In terms of minimizing leakage, I would have to disagree...
