It has nothing to do with volume its either some retailer with VFIN or VFIN alone manipulating the stock. Or he could very well be diluting the stock for Brian weber. Surely this has to bother people that the stock is not being allowed to move up by either naked shorts or Brian Webers dilutio

There is no way with such a difference between buys and sells that we don't go up.
