Mostly PR fluff. I would be very surprised if anybody took ARM64 particularly seriously in this space.

A lot of noise, very little substance.

Probably not, but the ARM bandwagon still rolls on, and they need to be a part of it.

Surface RT is the first sign that the wheels are coming off of the bandwagon. Microsoft really screwed up that one, and it's likely that other attempts to move ARM into PCs and servers will also fail.

Intel is already getting close to being a monopoly in servers. So people who were considering ARM once are putting on a pretense of still considering it to "keep Intel honest". This is analogous to the situation of OEMs wanting to keep AMD alive, and throw AMD a dog bone now and then. But it remains to be seen if the ARM server suppliers will be able to hang in there and fund future development, given the very limited sales volumes that you and I expect.
