The only way the operator can non report is if they have declared "tight hole" status and as such can elect to report confidentially, however the results are not published. but they must report. The N.W. Premont field does not have a "tight hole" declaration, nor does the Garcia #3 well.
Please provide some additional information to substantiate your claims that the Garcia #3 has been completed 4 times and that the well has been fracked, with flow testing currently under way. You will be enlightening the whole board with your knowledge.

I think your right on that 1 1/2 years. Also it shows if the well is abandon or plugged they have to file within 4 days. The RCC surely doesn't show that.
